CLA refers Arkansans who have a legal matter and meet the requirements below to our Modest Means Panel of Attorneys. These attorneys have agreed to charge a substantially discounted flat fee, or, if they charge an hourly rate, to charge no more than $75.00 an hour.

Our panel of attorneys are members of the Arkansas bar and have agreed to accept clients on a referral-basis from Community Legal Access. Individuals interested in a referral please check the Eligibility requirements first:

1. You currently reside in Arkansas.
2. Your household income must be between 125% – 250% of the federal poverty level (Click here for a chart) or liquid assets are less than $5,000).
3. At this time your legal case MUST be in AR.

To determine whether you qualify for the Modest Means Legal Service, please fill out the form Below. Each referral request is reviewed by an Intake Specialist. Occasionally, additional information may be needed and you will receive an email requesting further details. If you are found eligible for the program, you will be emailed instructions or called by phone. A $25 referral fee is due at time of referral. If you are dissatisfied with your service, the referral fee will be refunded. This form is encrypted and all information entered is privacy protected.

To receive a referral, you must agree to the terms, by checking the box below. In submitting this form, I am requesting a determination of eligibility for the Modest Means Referral Program. If I qualify, I will be emailed instructions for the next steps. I understand there is a one-time, application fee of $25, which must be paid at the time of referral. If the referred attorney is unsatisfactory or unable to assist me, the program will attempt to make a total of three referrals, one at a time. If you are dissatisfied with your service, your referral fee will be returned. There is no guarantee of representation.
